Vintage Chairman Mao Cultural Revolution envelope with Classical Chinese Art Poster A.

We recently acquired 3 vintage envelopes which we would be the first to admit, we really do not fully understand as these are very unusual items.
This envelope, which is certainly consistent in age with the Chairman Mao era (1949-1976) depicts a Chairman Mao 1966 propaganda image and features a label with a miniature version of the contents - a fold-out poster of a classical Chinese art painting. We really don't fully understand this association as Mao is certainly not associated with traditional art.
Is this envelope a protest against Mao or a celebration of his downfall as the Mao image appears to show a torn poster of Mao underneath which there are ordinary people holding placards. Is this an artistic statement of some kind? If you know more, please do let us know!
Whatever the explanation, this is certainly a very unusual and scarce item.
